Job Summary:  Under the direction of the Assistant Superintendent of Student & Family Services and District Operations, the Director of Multilingual Education is responsible for the activities of the Multilingual Education and English Language Department by providing leadership and supervision to ELD classroom teachers, TOSA’s (teachers on special assignment) and all other assigned ELD personnel. The position ensures Reynolds School District’s programs and curricula for English Language Learners are developed and implemented to maximize English language learning development and increase student achievement for English language learners. The position ensures that multilingual programs such as dual language immersion are supported.

 

Essential Job Functions:

Strategic Leadership

  • Provides executive leadership for and directs ELD services for all students.
  • Provides executive leadership for and directs dual language and multilingual (ML) program services for all students.
  • Directs, coordinates, and facilitates the development and implementation of action plans intended to accomplish specific goals and objectives related to ELD and ML services.
  • Works closely with school and district staff, parents, students and community members to frequently assess the district’s/school’s educational programs and needs and develops short and long-term planning strategies for creating an optimal educational program.
  • Serves as liaison between school and local service agencies as related to ELD and ML services.
  • Directs and monitors ELD budgets.
  • Promotes the district’s vision, philosophy and mission.

Supervisory

  • Recruits, hires, supervises and evaluates District level ELD staff including TOSAs, language liaisons, and clerical staff.
  • Participates in collaborative planning of effective staff development programs that improve teaching outcomes and student learning.
  • Provides staff leadership by engendering enthusiasm, teamwork and collaborative problem-solving.
  • Coordinates and facilitates staff meetings for District ELD and Dual Language staff.
  • Promotes professionalism.

Curriculum and Program Management

  • Leads staff to plan, develop, organize and monitor effective, research-based instruction intervention and enrichment programs designed to assist students to become academically proficient in English as soon as practical.
  • Provides leadership in developing ELD and general education teachers’ skills in developing and applying differentiated, language appropriate and rigorous teaching techniques.
  • Develops and implements effective staff development programs related to language acquisition and effective instructional practices for English language learners.
  • Collaborates with leadership in Curriculum and Instruction, Special Education and TAG to develop the skills necessary such that all certified staff collaboratively support the linguistic and academic skills of English and multilingual learners.
  • Reviews, analyzes and aggregates data from state reporting to determine trends related to disproportionality and develops plans to decrease over representation of students who are English language learners.
  • Provides continuous monitoring of the progress of identified students who are English language learners and monitors students using all available information and data sources.
  • Coordinates the selection of curriculum for students who are English language learners that is aligned with the District's core curriculum.
  • Manages district translation services, including in person, over the phone, and written translation as needed for the translation of English into languages other than English for telephone calls, meetings, and correspondence.
  • Supports principals in implementing ELD and multilingual programs and services.
  • Coordinates and facilitates parent advisory groups and committees related to ELD.
  • Directs, implements, and coordinates grants as assigned by the Assistant Superintendent of Student & Family Services and District Operations.
  • Works with other managers and staff to improve efficiency and effectiveness of operations, programs, and other departments to meet District goals and ensure alignment of programs, services, and operations.
  • Works collaboratively with the district Parent Involvement Coordinator to ensure that parents of students who are English language and multilingual learners are given the opportunity to fully participate in their children’s education including school registration, parent conferences, and home learning skills.
  • Oversees the development and implementation of required and recommended communication with parents including creation and maintenance of up to date informational materials for parents to include reasons for placement, parental rights and options, details of the program and how it will meet students’ needs, methods of instruction, testing, program exit criteria, etc. to ensure parents are informed of their rights and have understanding of the program.

 

Reporting & Compliance

  • Upholds district policies and implements administrative guidelines/procedures.
  • Evaluates District and school ELD programs and monitors the implementation of ELD and compliance with regulations in each location.
  • Ensures all records and statistics for district ELD programs are maintained accurately and in accordance with requirements.
  • Coordinates an annual comprehensive ELD program evaluation and completes associated state reports. Facilitates site reviews at all locations on an annual or semiannual basis.
  • Coordinates the administration of the state-adopted English Language Proficiency Assessment (ELPA21).
  • Maintains, interprets, and appropriately distributes results of the English Language Proficiency Assessment (ELPA21).
  • Prepares reports for the Board of Education, ODE and various community groups as needed.
  • Facilitates the development, revision and district and state approval of the district’s ELD (Lau) plan and related improvement plans through a structured process involving the District’s stakeholders.
  • Directs the implementation of State and Federal legislation related to ELD and ensures compliance.
  • Assures compliance with all Title III requirements, budget narratives, and timelines.
  • Coordinates with other Departments to implement and maintain an integrated student data base.
  • Distributes pertinent information and materials to be used by administrators, teachers, parents and guidance techniques.

Other Functions

  • Maintains a high level of knowledge regarding developing ELD issues, changes in the laws and case law, and educational methods of educating students who are English language learners.
  • Participates in professional organizations in the field of ELD.
  • Directs other responsibilities as assigned by the Executive Director of Student and Family Services.

Qualifications:  The Director of Multilingual Education is a strong leader with high ethical standards who focuses on developing extraordinary district and site-based ELD and ML programs, understands and models cultural competence, and is a highly skilled communicator who creates connections with staff, students, families and community partners.

 

Experience Required: A minimum of four (4) years’ demonstrated leadership as a PK-12 school-based building administrator combined with proven successful ELD teaching experience with demonstrated results in improving the academic performance of students who are English language learners and closing the achievement gap is required. Central Office Administrator experience is preferred as well.

 

Experience working in a richly diverse school community and environment; bilingual or multilingual skills are highly desirable; understanding and sensitivity to the needs of cultural and ethnic groups and individuals who are English language learners; demonstrated experience in administering ELD programs in conformity with strategies, budget constraints, and established practices; demonstrated success leading major organizational solutions (with the involvement of diverse internal and external stakeholders) that resulted in reducing disproportionality combined with measurable and sustainable improved student achievement.

Must also possess effective interpersonal and human relations skills, excellent problem solving, and consensus building skills, and strong organizational skills with demonstrated ability to manage multiple complex roles and responsibilities and effectively multitask to manage multiple priorities to meet all established goals and objectives.

 

Knowledge of: applicable Federal, state and local laws and regulations and district policies relevant to the task areas described above; principles, goals, objectives, methods and strategies of urban public schools; philosophical, educational, fiscal and legal aspects of public education; procedures, methods, techniques and strategies related to the administration and operation of K-12 school district; report writing methods and techniques, ELD trends, strategies and techniques; program and activity evaluation strategies and procedures; methods, procedures and strategies of instructional leadership; ELD  and Dual Language instructional strategies and school curriculum.

 

Ability to: Interpret and apply rules and regulations relating to the instruction and curriculum of students who are English language learners under the State Education Code; review and interpret data and develop plans to decrease over representation of students who are English language learners; supervise and evaluate assigned personnel; make independent judgments; communicate effectively both orally and in writing; establish and maintain effective working relationships with a wide variety of groups and individuals of varied cultural and educational backgrounds, work well independently and as part of a team to problem solve and achieve desired outcomes; prepare and present comprehensive, effective oral and written reports; effectively provide direction to and advise appropriate personnel; plan and organize work; work accurately and with attention to detail; meet schedules and time lines. work well under pressure;

 

Significant Physical Abilities include: sitting for prolonged periods of time, reaching/ handling/ manual dexterity, talking/hearing conversations and other sounds, near visual acuity/depth perception with or without visual accommodation; ability to lift and move up to 50 lbs., bend, stoop, kneel, and crouch in order to effectively set up and take down following professional development events and activities.

Education and Training Required: A Master’s degree or higher in Education Administration, Educational Leadership or related area from an accredited college or university. Emphasis on English language learner development coursework and professional development highly desirable.

 

Licensing/Special Requirements: Current Oregon Administrative license with ESOL endorsement issued by Teacher Standards and Practices Commission (TSPC) or the ability to obtain one. Oregon Fingerprint and Criminal background check clearance.

 

Special Skills Preferred:  Bilingual Spanish/English
