Primary Purpose:
Working under the limited supervision and direction of the Director of Facilities, the job of Facilities Maintenance Lead is done for the purpose of planning, supporting, and completing the maintenance services of the district to ensure that all facilities, equipment, and mechanical systems are properly functioning, operating, and in safe condition. This position is responsible for leading the daily activities of the maintenance team including, but not limited to; direction of team, overseeing the repair of maintenance equipment, procurement of maintenance supplies, parts, and equipment, scheduling maintenance, reviewing work performed by maintenance staff and vendors, providing work order data, working collaboratively with department team members, and training of maintenance staff for the district. Supervisory functions include performance management, assisting with hiring, evaluation, discipline and discharge decisions, coordination of others’ work, and exercising functional and technical decisions over personnel in the maintenance trades while under periodic review by the Director of Facilities to ensure compliance with standards and measured results. Also, responsible for determining, within established policies or as prescribed by rules and regulations, the best methods to oversee and actively engage in the operation, maintenance, and repair of all facets of the maintenance departments.
Qualifications:
- Education/Licensure/ Testing Required/Bonding: Bachelor’s degree in a related field, 5 years or equivalent experience in a similar position. Oregon Fingerprinting and Criminal Background Check clearance.
- Skills, Knowledge and/or Abilities Required:
- Skills to operate all types of power tools used in crafts, scissor lifts, boom trucks, and cranes; read and interpret plans, blue prints and/or schematics; perform basic math to make calculations; use standard office equipment including computer, telephone, printer, copier, and presentation equipment; effectively and proficiently use Microsoft Office computer applications including Word, Outlook, Outlook Calendars, Project, Excel, PDF Professional or Bluebeam; use work order database, scheduling software, and CMMS systems; communicate clearly, concisely, and effectively both orally in person and by phone and in writing with various people including executives, administrators, and construction personnel.
- Knowledge of: principles and practices of maintenance systems and procedures, principles and practices of work coordination and evaluation; applicable codes, policies, regulations and laws governing work procedures and practices of the trades responsible for; methods, materials, equipment, and tools used in the trades; CMMS systems, particularly Brightly Asset Essentials; SDS sheets applicable safety rules, practices, and procedures; local, state and federal repair, installation and operation codes; Integrated Pest Management; proper performance evaluation principles and procedures; applicable laws and procedures related to hiring and discharge; interpreting collective bargaining agreements and applying principles and practices to disciplinary actions.
- Ability to: manage and prioritize multiple tasks to schedule, plan, and manage a number of activities, and jobs simultaneously; prepare and maintain accurate records; work with diverse individuals and/or groups; maintain flexibility to work with others in a wide variety of circumstances; vary work schedule to observe and perform inspections on varying shifts; effectively lead, guide, and coordinate the activities of others to reach desired outcomes; travel to all district locations regardless of hour; independently interpret data within defined guidelines and utilize and analyze the information to reach conclusions and make recommendations; problem solve to identify issues and create action plans; establish and maintain constructive relationships; adapt quickly to changing work priorities; assist with developing and implementing a program for the maintenance, repair, replacement, and installation of maintenance equipment and products; preparing estimates for time and materials; preparing project specifications for acquiring bids and/or proposals for projects; coordinate projects with contractors; analyze technical information and prepare related reports; train others in technical skills; prioritize and schedule daily calls and preventive maintenance; read and comprehend SDS sheets; establish and maintain effective working relationships with those contacted in the course of work.
- Experience Required: Increasingly responsible experience in maintenance or related work, including 5 years of maintenance or related experience. Prior facilities experience, preferably in a school or multi-site public environment preferred.
Major Responsibilities and Duties:
May include, but are not limited to, the following:
- Plans, assigns and supports daily work activities of maintenance technicians using assigned software and resources.
- Ensures all maintenance work order requests and preventative maintenance needs are input, scheduled, managed daily, and completed in a timely manner through work order software.
- Communicates with stakeholders regarding the status of maintenance work and work orders including any needs or barriers for completion.
- Coordinates maintenance and contractor scheduling with school administrators, building managers, custodial and other stakeholders.
- Reviews maintenance or construction work completed by outside contractors to ensure compliance with building codes, regulatory requirements, and district policies, and provides documentation explaining compliance or deficiencies of work.
- Performs various maintenance duties and individual tasks as requested by the Director of Facilities.
- Provides leadership and guidance in the areas of safety and maintenance including but not limited to: OR-OSHA, IPM, carpentry, plumbing, HVAC, electrical, drywall, painting, other maintenance practices, and for emergencies outside of normal working hours.
- Assists with preparation and planning of budgets, projects, or other district initiatives as identified by the Director of Facilities.
- Supports implementation of programs to ensure the District's compliance with health, safety, and environmental regulations. Interprets regulations for school site administrators and building managers as needed.
- Maintains awareness of federal, state, and local rules and regulations regarding facility operations. and maintenance and follows operating practices and procedures.

- Tools/Equipment Used: Standard office equipment; personal computer and peripherals; calculator, multi-line phone system; copier. Facilities equipment and software: tablet, work order software, building controls software.

- Posture: Use of both standard maintenance and office equipment and stamina for performing work duties or sitting at the desk for long periods of the day and maintain concentration for an extended period; standing, walking, talking/hearing conversations to communicate both in person and over the telephone; frequent near and occasional far visual acuity/depth perception with or without visual accommodation; Vision to read printed materials, computer screens and/or other monitoring devices.
- Motion: Frequent reaching/handling/manual dexterity, occasional lifting/carrying/pulling, bending/ stooping/ kneeling/ crouching/ twisting; mobility to work in a typical office setting being on feet for long periods of the day, occasionally be on back under machinery to perform maintenance and/or inspections on systems.
- Environment: Work is year-round; both inside and outside environments. The position generally works in the field environment and performs maintenance tasks requiring physical labor. Inside work in shop or other buildings is often dusty with exposure to chemicals. Outside work can include exposure to the elements for long periods of time. May be required to work various shifts to avoid disruption of school or work and may be required to respond to emergencies 24 hours a day as necessary. Must be available and able to report to any site within the district within a reasonable response time on an on-call basis when needed to respond to emergencies. Must be able to work in attics or crawlspaces, roofs, tunnels and climb ladders as needed. Extensive travel within the district to multiple school sites as well as some travel outside the district are involved in this work.
