Job Summary:

The Director of Technology Services provides leadership, strategic planning, and vision for information technology across the District. The job is done for the purpose of providing effective and efficient services in the areas of technology, information, computer operations, user support, networking, printing and copying, and communications to our students, staff, schools, district offices, and communities.

Essential Job Functions:

• Responsible for development, implementation, operation, monitoring, and evaluation of the technology program for the District.
• Develops, implements, maintains, and updates the District approved Technology Plan in collaboration with all aspects of the District's operations.
• Perpetually evaluate new advances in technology; develop new/improved programs and services, perform strategic planning, and write policies related to communications and technology services. Works collaboratively with all district administrative staff to implement and support district technology initiatives.
• Develops and monitors the approved operating budget for the Technology Services Department. Works with administration and others to write grants for implementation of technology related educational programs.
• Oversees E-Rate and serves as fully functional IT Project Manager for technology initiatives within the District.
• Directs the support and works in conjunction with leadership team and others for the integration of technologies into curriculum and in classroom, offices and other areas.
• Identifies opportunities for improving service delivery methods and procedures; reviews with appropriate management staff; implements improvements.
• Select, supervise, train and evaluate staff; provide administrative and professional leadership and direction to staff through effective management, equity and leadership practices.
• Directs support program telephone system equipment including voice mail.
• and oversees communication and data circuits. Produces and maintains various directories with the assistance of other departments and schools.
• Directs technology operations to include systems administration, network management, communications management, system and data security, system and data backup and emergency recovery plans.
• Develops standards for and facilitates the purchase of District hardware, software, and related supplies and services following district procurement strategies
• Directs, plans, creates, monitors, maintains and inventory records for District software,hardware, and communication equipment (procurement, deployment, and disposal).
• Oversees the local desktop and help desk technical support.
• Maintains a high level of quality customer service standards in responding to questions and problems both individually and for department staff.
• Ensures compliance with professional and technology standards for both licensing and regulatory guidelines.
• Establishes and supports Student Technology Teams at middle schools and high schools across the District.
• Directs assigned services and activities with outside agencies, organizations, and businesses.
• Occasional evening and weekend work, as necessary; in some circumstances, assist during adverse weather and emergency situations to ensure essential services and service points are covered.
• Performs other related duties as assigned.

 

Knowledge of:

• Technical knowledge in the fields of computer science, computer education and the broad range of technologies used in K-12.
• Principles and practices of budget development, preparation and expenditure control.
• Advanced organizational and management practices applied to the analysis, evaluation, development and implementation of telecommunications, technology and information services, policies and procedures.
• Operational characteristics, services, modern and complex principles and practices used in Information Technology Services.
• Data privacy laws and data security best practices.
• Pertinent Federal, State, and local laws, codes and regulations.

Ability to:

• Analyze complex problems, identify alternative solutions, project consequences of proposed plans, and implement recommendations in support of technology, information, and communications services to students, staff, schools and offices.
• Comply with all Federal, State, and local policies, procedures, laws and regulations. Develop and prepare assigned budget and control expenditures.
• Prepare clear and concise correspondence and reports on a variety of issues.
• Independently perform the full range of responsible and difficult analytical and administrative work involving the use of independent judgment and personal initiative.
• Understand the organization and operation of the assigned areas and of outside agencies as necessary to assume assigned responsibilities.
• Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
• Plan, organize, and carry out complex assignments from leadership with minimal supervision and direction.

• Work in a standard office environment and travel to different sites and locations. Have a valid driver's license and available vehicle.
• Physically perform assigned duties.

Education and/or Experience:

• Bachelor's degree from an accredited college or university with major course work in computer science or equivalent recent related field experience.
• Master’s degree preferred.
• Six years of recent responsible technology experience in the following areas:
• Providing technology in an education environment, programming languages, computer software and hardware and implementing technology training programs.
• Managing and developing a multiple platform complex local and wide area network environment. Planning for and implementation of databases, complex voice, data and video communications systems. Supporting the successful implementation and maintenance of Information, Business and Student information systems including relevant training and staff supports

EVALUATION
Performance of this job will be evaluated in accordance with the Reynolds Administrative Agreement and Board Policy.

TERMS OF EMPLOYMENT
This is a 12-month position assigned to the classification of the Reynolds Administrator Agreement salary schedule for Administrator IV/Director. Terms and conditions of employment are established by the Reynolds Administrative Agreement and Board Policy.
